About the Opportunity

AREEB is seeking a highly experienced General Manager – Manpower Recruitment and Affairs to lead significant overseas recruitment operations in Riyadh. This pivotal role involves managing large-scale blue-collar workforce recruitment, ensuring seamless HR processes, and spearheading manpower training initiatives. Key Responsibilities

  • Spearhead end-to-end overseas mass recruitment campaigns for blue-collar and skilled workers, managing sourcing channels across key international markets.
  • Oversee candidate screening, assessment, onboarding, and mobilization processes for a global workforce.
  • Manage and optimize HR operations for a large blue-collar workforce, ensuring compliance with company policies, labor regulations, and international deployment standards.
  • Ensure full adherence to labor laws in critical sourcing countries and monitor regulatory updates to maintain legal compliance in all recruitment and HR practices.
  • Develop and implement comprehensive pre-deployment and on-the-job training programs to enhance worker skills and readiness.
  • Lead and mentor a multi-country recruitment and HR team, driving high performance and operational excellence through strategic manpower planning and technology integration.
  • Build and maintain robust relationships with international recruitment agencies, government bodies, and strategic partners.

Qualifications and Experience

  • Bachelor’s degree in Human Resources, Business Administration, Management, or a closely related field.
  • A minimum of 10–15 years of progressive experience in manpower recruitment and HR management, with a strong focus on overseas operations.
  • Demonstrated experience in leading large-scale overseas recruitment drives and managing blue-collar workforce HR.
  • In-depth knowledge of labor laws and recruitment practices in key international markets such as India, Egypt, and the Philippines.
  • Proven ability to develop and manage training initiatives for a diverse workforce.
  • Strong leadership and strategic management skills, with experience in team leadership and operational planning.
