Senior Transactions Management Project Engineer – Riyadh

Confidential Government is seeking a Senior Transactions Management Project Engineer to support the structuring, technical evaluation, and execution of PPP transactions within the Government PMO. This role is critical in ensuring projects are technically sound, commercially viable, and aligned with regulatory and strategic objectives in Riyadh, Saudi Arabia.

Key Responsibilities:

• Support PPP transaction planning and execution.
• Conduct technical feasibility and project due diligence assessments.
• Review and validate technical studies, designs, and specifications.
• Prepare procurement documents and tender packages.
• Participate in bidder evaluations and technical assessments.
• Coordinate with financial, legal, and commercial advisors.
• Monitor transaction milestones through to financial close.
• Prepare technical reports and executive presentations.

Qualifications:

• Bachelor’s degree in Engineering.
• 4-6 years of experience in infrastructure projects or PPP transactions.
• Strong understanding of PPP frameworks and government procurement processes.
• Experience in technical evaluation of large-scale infrastructure projects.
• Strong analytical and stakeholder coordination skills.
